A Bidder or Offeror is an entity that has registered in the CES eProcurement System.

What is a Procurement Partner?

A Procurement Partner is an Offeror that has been awarded a contract by CES. Procurement Partners also include CES Contract Holders that have been awarded contracts based on CES’s relationship with Association of Educational Purchasing Agencies (AEPA).

What is Association of Educational Purchasing Agencies (AEPA)?

The Association of Educational Purchasing Agencies (AEPA) is a multi-state non-profit organization made up of Educational Service Agencies and political subdivisions organized through a Memorandum of Understanding between all participating states. They are a true “cooperative” who serves to leverage purchasing power to benefit all schools and governmental agencies.

If I’m not a registered Offeror, can I still submit proposals to CES?

No. A company must register in the CES eProcurement System to submit a RFP response to CES.

What are the minimum requirements to register in the CES eProcurement System?

Internet access and a valid email account.

Where do I find RFP opportunities?

Visit the CES web site under current bids or visit us at the CES eProcurement System.

RFP opportunities are also advertised in the following newspapers in New Mexico; Sunday edition of Albuquerque, Farmington, Las Cruces, Roswell and Monday edition in Santa Fe.

What criteria are used to award  proposals?

Contracts for RFP’s are awarded based on specifications, evaluation criteria and price.

How can I get a copy of awarded contracts?

To obtain a copy submit a request to specifying the information you are requesting. You will be contacted if clarification is needed to process the request.

Will CES accept faxed or e-mailed responses to RFP’s?

No. CES will only accept electronic responses through the CES eProcurement System.

How do I request public records related to CES Procurements?

Since our solicitations are public records any individual or company may request copies of solicitations and related documents under the New Mexico Public Information Act. Any information deemed to be confidential in nature will not be released for public inspection. A written request, via email or mail (ATTN: Procurement Manager, 10601 Research Rd, SE, Albuquerque, NM, 87123), must clearly identify the documents being requested. If the request is unclear or too broad in scope, CES will request clarification. CES will compile the documents requested and establish an agreeable time and format for the requestor to receive the requested documents. It should be noted that in accordance with the New Mexico Public Information Act, CES has adopted a policy to cover the applicable cost for preparing the public records request.
